Blue Cloud Softech Partners Senegal to Advance Digital Transformation
The MoU was signed in Dakar on 6 October 2026 and sets out a framework for cooperation in digital transformation, innovation, digital infrastructure and the development of a national innovation ecosystem in Senegal.
Blue Cloud Softech Solutions Limited has signed a Memorandum of Understanding with the Ministry of Telecommunications and Digital Affairs of the Republic of Senegal and the Global Council for Investment and Business for Africa (GCIB). The company disclosed the agreement to the BSE and NSE under Regulation 30 of the SEBI Listing Regulations. The MoU was signed in Dakar on 6 October 2026 and sets out a framework for cooperation in digital transformation, innovation, digital infrastructure and the development of a national innovation ecosystem in Senegal.
The agreement was signed by Samba Diouf, Senegal’s Minister of Telecommunications and Digital Affairs; Dr. Idrissa Doucouré, Executive President of GCIB for Africa; and Dr. Chandrashekar Mudraganam, Chief Executive Officer of Blue Cloud Softech. The cooperation is designed to align with Senegal’s New Deal Technologique and its flagship programmes, including the Senegal Digital Factory, the Data and AI Factory, the AI Scaling Hub and the Startup Ecosystem programme. It also builds on an existing April 2026 MoU between GCIB and Blue Cloud Softech on a Digital Factory initiative in Senegal.
Under the MoU, the parties will cooperate on several fronts: sharing expertise and best practices in digital transformation, e-governance and innovation; strengthening institutional and human capital capacity through research, pilot projects, technology transfer and training; and offering non-binding technical inputs on data governance, cybersecurity and emerging technologies at the Ministry’s request. They will also support the identification and preliminary structuring of public-private partnerships, innovation clusters, startup programmes and investment opportunities in line with Senegalese law and procurement procedures, set up testbeds and digital sandboxes, and take part jointly in international events, exhibitions and trade missions. The wider aim is to develop digital talent and entrepreneurship and to position Senegal as a major technology hub for West Africa and the Francophone African region.
The MoU is a non-binding, non-exclusive framework with a three-year term. Any specific project or public-private partnership arising from it will need a separate written agreement under Senegalese law, and the MoU creates no financial obligations for any party. The parties may form a joint working committee to prepare annual work plans and monitor progress.
“We are honoured to sign this Memorandum of Understanding with the Ministry of Telecommunications and Digital Affairs and GCIB for Africa. Senegal has set a clear and ambitious direction through the New Deal Technologique. BCSSL brings its experience in artificial intelligence, cloud computing, digital infrastructure, data centres and cybersecurity, and we look forward to working with our partners to build the skills, startups and infrastructure that will support Senegal’s digital future.”
– Dr. Chandrashekar Mudraganam, Chief Executive Officer, Blue Cloud Softech Solutions Limited
According to the release, the partners bring complementary strengths. GCIB contributes experience in strategic project development, international cooperation, investment mobilisation and public-private partnership structuring, while Blue Cloud Softech offers expertise in AI, cloud computing, digital infrastructure, data centres, cybersecurity, digital platforms and startup acceleration.
Blue Cloud Softech is an AI-first technology company headquartered in Hyderabad and incorporated in 1991. GCIB is a company limited by guarantee registered in England and Wales, with its registered office in London, and works on project development, investment mobilisation and financing facilitation across Africa.
The release carries a standard safe harbour note, cautioning that forward-looking statements involve risks such as project execution, client approvals and economic and technology conditions, and that actual results may differ materially.
